Drive Your BS4 Diesel Car In Delhi NCR As GRAP-3 & 4 Paused; GRAP-2 Remains In Place | V3Cars

After enforcing GRAP-3 (Nov 15, 2024) and GRAP-4 (Nov 18, 2024) in Delhi and surrounding regions, the Supreme Court of India intervened and asked Commission for Air Quality Management in the National Capital Region & Adjoining Areas (CAQM) to keep GRAP-4 in place until further notice. In a hearing on December 5, 2024, the Supreme Court allowed GRAP-4 and GRAP-3 to be retracted for the time being as the air quality appears to have improved enough.

GRAP-3, 4 No Longer Applicable In Delhi NCR As Air Quality Improves

According to CAQM, the AQI in Delhi stood at 165 at 4PM, which is 135 points below the threshold for GRAP-2 (AQI 300-400). Still, the court ordered CAQM to keep the GRAP-2 in force. The GRAP-4 comes into action when AQI goes over 450 but remained in place despite the AQI falling low enough to retract GRAP-2 and above.

GRAP-1 Order Points w.r.t. Vehicle Usage

Here are the instructions under GRAP-1 with respect to vehicle usage/travel of citizens:

  • Traffic police to help keep traffic flowing smoothly in high congestion areas to minimise pollution from idling vehicles
  • Strict enforcement and checking of PUC
  • No tolerance of vehicles emitting visible smoke and impounding and/or levying maximum penalty
  • Strictly enforce Supreme Court order to redirect cargo transport/truck traffic not destined for Delhi/NCR through easter/western peripheral expressway
  • Strictly enforce NGT and Supreme Court order to limit usage of diesel vehicles over 10 years of age and petrol vehicles of more than 15 years  of age; No mention of CNG, LNG or LPG vehicles in the CAQM order
  • Strictly enforce ban on coal/wood burning in tandoors in hotels, restaurants and eateries; although not related to vehicles, this is a fun little nugget I thought you should know so you don’t lose your temper when your tandoori dish doesn’t exude the smoky aroma you have come to expect from something with “tandoori” in its name
  • Request to citizens to help limit pollution:
    • Keep engines in good working order
    • Maintain proper tyre pressure (to know why they’re asking this, read: 10 Tips To Get Better Mileage From Your Petrol, Diesel, CNG Cars)
    • Keep PUC up to date
    • Turn off vehicle at traffic lights
    • Prefer hybrid or electric vehicles to control pollution (I can’t believe they have the audacity to ask us to do this without any incentive to do so. Hybrids continue to carry the same tax as a non-hybrid vehicle in the GST structure. Electric cars registration in Delhi has gone from free to around 10%.     • Do not drive old petrol (15 yrs)/diesel (10 yrs) vehicles (Looks like they forgot to talk about CNG/LNG/LPG vehicles here ;-)

In addition to all the GRAP-1 measures, the GRAP-2 also addes the following:

  • Add electric/CNG buses and metro to improve frequency of service and encourage citizens to use public transport
  • Alert citizens through newspaper/TV/radio about air pollution levels and advertise to educate citizens about containing pollution
  • Increase parking fee to discourage use of private vehicles
  • Ensure focused and targeted action for abatement of air pollution in all identified hotspots in NCR. Intensify remedial measures for the predominant sector(s) contributing to adverse air quality in each of such hotspots.” (I have no idea what they are trying to accomplish from this instruction.   • Daily sprinkling and sweeping/vacuuming of identified roads with dusty conditions
